The Rocket followed up his win in PTC 1 with another £10,000 top prize at the Kay Suzanne Memorial trophy to cement his place at the top of the PTC order of merit.
His route to the final included wins over Martin Gould, Stephen Maguire, Liu Chuang and Michael White.
Runner-up Stevens also produced a series of fine displays along the way, notably taking out Ali Carter and Shaun Murphy.
High breaks of 76 and 95 put three times world champion O'Sullivan 2-0 ahead in the final, before Welshman Stevens pulled one back by winning a scrappy third frame on the final colours.
O'Sullivan then restored his two frame advantage thanks to a run of 53, but Championship League winner Stevens refused to back down and showed his class with a 127 to take frame five and peg back to 3-2.
Any hopes of a fight-back were soon quashed though, as O'Sullivan fired in an 88 in the following frame to seal the title at the South West Snooker Academy.
Elsewhere, amateur Kyren Wilson produced his best performance on the cicuit to date, taking notable scalps en-route to the quarter-finals.
O'Sullivan, along with the rest of the field, wore a pink shirt at the event to raise money and awareness for Breast Cancer Care.
